MONACO, MC / ACCESS Newswire / September 29, 2026 / Dmitriy Misarenko, an international business consultant based in Monaco, is formalizing how he works with the network of partners he recommends to clients relocating businesses across borders.

Starting this year, Misarenko will only refer clients to service providers, whether lawyers, accountants, or residency specialists, who meet a fixed set of criteria he checks himself before making an introduction. He is treating this as a personal policy, not a one-time pledge tied to a single project.
"Clients trust a recommendation because they assume I've already done the work of checking it," Misarenko said. "If I haven't, the referral isn't worth much. This is about making sure that trust is earned every time, not just the first time."
Why this matters now
Misarenko's consulting work has expanded to cover international relocation and business structuring, helping entrepreneurs identify jurisdictions with efficient tax systems and manage the practical side of a move: legal paperwork, residency timelines, schools, and local stability.
That kind of consulting depends heavily on the people a client is handed off to once the strategic decisions are made. A weak local partner can undo months of planning.
"I can build the right structure on paper," Misarenko said. "But if the lawyer who executes it is slow, or the accountant misunderstands the setup, the client feels that failure, not me. So the referral matters as much as the strategy."
What the standard covers
Misarenko outlined four checks he now applies before adding any partner to his referral network:
Direct experience. The partner must have handled cases similar to the client's situation, not just adjacent work in the same country.
Response time. Misarenko tests communication speed himself before recommending anyone, since delays during a relocation often cost clients money or deadlines.
Transparent fees. Partners must quote costs upfront, without add-ons that surface later in the process.
A track record he can verify. Misarenko relies on his own experience working across jurisdictions to confirm a partner's claims, rather than taking a reputation at face value.
"None of this is complicated," he said. "It's just discipline. You either check, or you don't. Most problems in this kind of consulting come from skipping steps because everyone is in a hurry."
How clients will see it
Under the new policy, Misarenko says clients can expect fewer names on any shortlist, but more confidence in each one.
"I'd rather give someone two options I trust than five options I haven't fully checked," he said. "A shorter list that works is better than a long list that creates confusion."
He also said the policy applies retroactively to his existing network. Partners he has worked with before are being reviewed against the same four points, and some may be dropped if they don't meet the standard going forward.
"This isn't about starting over," Misarenko said. "It's about making sure the people I already work with can still stand up to the same test I'd apply to someone new."
A year-long commitment
Misarenko says he chose a one-year timeframe because it gives him enough cases to test the policy properly, across different jurisdictions and different types of clients, before deciding whether to adjust it.
"A month isn't enough to know if a partner is consistent," he said. "A year gives you real patterns. You see who holds up under pressure and who doesn't."
He plans to keep reviewing the network on the same schedule after the first year closes, rather than treating this as a one-time cleanup.
"Structures fail when nobody keeps checking them," Misarenko said. "The same is true for the people you work with. This isn't a project with an end date. It's just how I plan to keep operating."
